On page 11, after line 4, insert the following:

"(5) The vehicle owner is solely responsible for obtaining a studded tire permit under this section, and a tire dealer is not obligated to confirm, validate, document, disclose, enforce, report, or educate on the requirements of this section. This section does not create a right of action, whether civil or criminal, against any tire dealer.

Renumber the remaining subsection consecutively and correct any internal references accordingly.

EFFECT: Clarifies that the vehicle owner is solely responsible for obtaining a studded tire permit and that a tire dealer is not obligated to confirm, validate, document, disclose, enforce, report, or educate on studded tire permit requirements. Further clarifies that a right of action, whether civil or criminal, against any tire dealer is not created.
