     On page 4, beginning on line 4 of the amendment, after "However," strike "beginning in the 2017-18 school year" and insert "subject to the requirements of (f)(iii) of this subsection and beginning no earlier than the 2017-18 school year"

     On page 4, line 9 of the amendment, after "assessment." insert "The methodology of using student results on relevant federally mandated statewide student assessments as one of the multiple measures of student growth shall be subject to collective bargaining."

     On page 4, line 20 of the amendment, after "(iii)" insert "The federally mandated statewide assessments shall only be used as one of the multiple measures of student growth once the office of the superintendent of public instruction and the steering committee defined in subsection (7)(a) of this section have determined that the relevant assessment meets professionally accepted standards for being a valid and reliable tool for measuring student growth and certified that the use of relevant federally mandated statewide assessments as one of the multiple measures of student growth will strengthen and not undermine the existing teacher evaluation system.

     On page 16, after line 22 of the amendment, insert the following:

"NEW SECTION.  Sec. 3   This act takes effect only if:
     (1) The United States department of education approves Washington state's elementary and secondary education act waiver application to include results from federally mandated statewide student assessments as one measure of student growth for purposes of teacher and principal evaluations no earlier than the 2017-18 school year;
     (2) The approval of Washington state's waiver application described in subsection (1) of this section is received in writing by the office of the superintendent of public instruction by September 1, 2014; and
     (3) The office of the superintendent of public instruction provides notice to the office of the governor, the legislature, and the code reviser's office by September 15, 2014."

     On page 16, line 26 of the title amendment, after "28A.405.100;" strike the remainder of the title amendment and insert "creating a new section; and providing a contingent effective date."

EFFECT:  Student results on relevant federally mandated statewide assessments must be used as one of the multiple measures of student growth for the purpose of teacher and principal evaluations beginning no earlier than the 2017-18 school year. Before such assessment results may be used as one of the multiple measures of student growth, the Office of the Superintendent of Public Instruction and the Teacher-Principal Evaluation system's steering committee must determine that the relevant assessment meets professionally accepted standards for being a valid and reliable tool for measuring student growth and must certify that the use of federally mandated statewide assessments as one of the multiple measures of student growth will strengthen and not undermine the existing teacher-principal evaluation system.

     A contingent effective section is added. The act takes effect only if:
     The U.S. Department of Education approves Washington's Elementary and Secondary Act waiver application to include results from federally mandated statewide student assessments as one measure of student growth for purposes of teacher and principal evaluations no sooner than the 2017-18 school year;
     The approval of Washington state's waiver application described in subsection (1) of the contingent effective section is received in writing by the office of the superintendent of public instruction by September 1, 2014; and
     The office of the superintendent of public instruction provides notice to the office of the governor, the legislature, and the code reviser's office by September 15, 2014.
