     Beginning on page 2, after line 12, strike everything through page 12, line 10 and insert the following:
     "The legislature also intends to create a task force to begin work on an incentive funding model based on the accountability monitoring and reporting system established in chapter 10, Laws of 2011 1st sp. sess.

NEW SECTION.  Sec. 2   A new section is added to chapter 28B.15 RCW to read as follows:
     (1) The educational achievement and tuition reduction incentive program is established to provide new incentive funding to higher education institutions that demonstrate improvement on existing performance measures and control resident undergraduate tuition growth. Participation in the program is voluntary; however, funding appropriated for this program shall only be available to those institutions that have chosen to participate in the program.
     (2) The program shall include, but shall not be limited to:
     (a) A system for allocating new incentive funding to participating institutions based on an institution's:
     (i) Performance in specific metrics;
     (ii) Control of resident undergraduate tuition growth; and
     (iii) Efficient utilization of classroom and laboratory space;
     (b) A methodology for allocating funding for performance as specified in subsection (2)(a)(i) of this section that is based on performance metrics reported in the accountability monitoring and reporting system established in RCW 28B.77.090 and that recognizes each institution's unique mission by measuring each institution's performance in these metrics against their past performance;
     (c) A system for investing any unallocated incentive funds to the state need grant program created in chapter 28B.92 RCW to expand access to low-income and underserved students; and
     (d) A methodology for establishing a baseline level of state funding that:
     (i) Is sufficient to allow ongoing access to postsecondary education for Washington residents, particularly in high-demand degree programs, and achieves a more equitable share of support between the state and students and their families; and
     (ii) Provides for funding enhancements based on demonstrated improvements in institutional performance within the educational achievement and tuition reduction incentive program.
     (3) For the purposes of this section, "institutions" and "institutions of higher education" shall mean state and regional universities as defined in RCW 28B.15.005 and The Evergreen State College.

NEW SECTION.  Sec. 3   (1) The office of financial management shall convene a technical incentive funding model task force to design an incentive funding model to support the educational achievement and tuition reduction incentive program created in section 2 of this act. The model must incorporate the components of the incentive program.
     (2) The task force must include the following members:
     (a) One representative from the student achievement council;
     (b) One representative from the education data center created in RCW 43.41.400; and
     (c) One representative from each four-year institution of higher education as defined in RCW 28B.10.016.
     (3)(a) The office of financial management shall submit a preliminary report to the governor and appropriate committees of the legislature by December 1, 2013.
     (b) The office of financial management shall submit a final report containing an incentive funding model to support the incentive program in section 2 of this act to the governor and appropriate committees of the legislature by September 1, 2014.
     (4) This section expires August 1, 2015.

Sec. 4   RCW 28B.92.080 and 2012 c 229 s 605 are each amended to read as follows:
     Except for opportunity internship graduates whose eligibility is provided under RCW 28B.92.084, for a student to be eligible for a state need grant a student must:
     (1) Be a "needy student" or "disadvantaged student" as determined by the office in accordance with RCW 28B.92.030 (((1))) (2) and (((4))) (5);
     (2) Have been domiciled within the state of Washington for at least one year;
     (3) Be enrolled or accepted for enrollment ((on at least a half-time basis)) for at least three quarter credits or the equivalent semester credits at an institution of higher education in Washington as defined in RCW 28B.92.030(((3))) (4); and
     (4) ((Until June 30, 2011, to the extent funds are specifically appropriated for this purpose, and subject to any terms and conditions specified in the omnibus appropriations act, be enrolled or accepted for enrollment for at least three quarter credits or the equivalent semester credits at an institution of higher education in Washington as defined in RCW 28B.92.030(3); and
     (5)
)) Have complied with all the rules adopted by the council for the administration of this chapter."

     On page 1, line 1 of the title, after "higher education" strike the remainder of the title and insert "; amending RCW 28B.92.080; adding a new section to chapter 28B.15 RCW; creating new sections; and providing an expiration date."

EFFECT:  Establishes the Educational Achievement and Tuition Reduction Incentive program to provide new incentive funding to four- year institutions of higher education that demonstrate improvement on existing performance measures and to control resident undergraduate tuition growth. Directs the Office of Financial Management to convene a technical incentive funding model task force to design an incentive funding model to support the incentive program. Makes students who are enrolled or accepted for enrollment for at least three quarter credits, or the equivalent semester hours, in a qualifying higher education program are eligible for SNG. The pilot program allowing less-than- half-time students to be eligible for the SNG program and the expiration date are removed from statute.
