AN ACT Relating to food and yard waste collection space for qualifying new residential occupancies with more than two dwelling units; and adding a new section to chapter 19.27 RCW.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1 A new section is added to chapter 19.27 RCW
to read as follows:
(1) The building code council shall, by December 1, 2014, adopt
rules requiring that space be provided for the collection and periodic
transfer to an off-site composting facility of food and yard waste
created on-site at the following new buildings classified as
residential group R-2 under the state building code:
(a) Apartment houses;
(b) Assisted living facilities;
(c) Dormitories; and
(d) Fraternities and sororities.
(2) The collection areas must be designed to meet the needs of the
occupancy and must, as appropriate, be available to the occupants.
(3) Rules adopted under this section must include an exemption for
new buildings located in areas that do not receive curbside collection
services of food and yard wastes in accordance with a solid waste
management plan adopted under RCW 70.95.080.
