Authorizes the superintendent of public instruction to enter into state-tribal education compacts and provides requirements for schools that are subject to such compacts.

Requires the department of early learning to convene a working group to develop pilot programs to work in conjunction with state-tribal education compact schools.

Provides for an August 1, 2023, expiration of the working group.
