Authorizes the building code council, to the extent that funds are not expended from the building code council account at the end of each fiscal year, to maintain an operating contingency fund of up to six months' average expenditure.

Imposes a residential building permit fee of five dollars and a nonresidential building permit fee of eight dollars.
