Requires the office of financial management to work with the departments of enterprise services, transportation, and commerce, institutions of higher education, and others to comprehensively review certain reporting requirements to enhance the efficiency and effectiveness of operations of institutions of higher education.

Allows institutions of higher education and state higher education agencies to use or accept secure electronic signatures.

Authorizes the student achievement council to: (1) Negotiate and enter into interstate reciprocity agreements with other state or multistate entities under certain circumstances; and

(2) Enter into agreements with certain degree-granting institutions of higher education for the purpose of ensuring consistent consumer protection in interstate distance delivery of higher education.

Allows one student advisory committee to be formed at each four-year institution of higher education for the purpose of advising and assisting the administration of the institution on issues that directly affect students' ability to access and succeed in their educational programs.
