Requires the office of student financial assistance to: (1) Evaluate compliance and performance of and provide training and assistance to institutions of higher education participating in financial aid programs;

(2) Impose conditions or terminate participation if the institution puts state funds at risk or fails to comply with program rules and regulations; and

(3) Develop rigorous standards for review for participation of new institutions.
