Prohibits the state, its agencies, and political subdivisions, except as otherwise specifically authorized, from conducting surveillance with an extraordinary sensing device from an extraordinary vantage point.

Encourages the attorney general to compile and make available to agencies a list of devices that it has determined to be extraordinary sensing devices.
