Requires a public agency that owns vacant or otherwise undeveloped property that was obtained through transfers, intergovernmental exchanges, gifts, foreclosures, or other nonpayment methods to: (1) Develop a list of these properties, by parcel number; and

(2) Develop, adopt, and implement a master real estate plan to use or dispose of the properties on the list.
