Finds that the design alternative selected by the state department of transportation, the federal highway administration, and the federal transit administration for a new Interstate 5 bridge that connects Vancouver, Washington to Portland, Oregon is not acceptable as currently designed.Requires the department of transportation to prepare a new design alternative.
HB 2026 by Representatives Pike, Manweller, Vick, Condotta, Harris, Chandler, and Haler Concerning state auction liquor stores, providing a process for the successful bidders for such stores to seek refunds of the amount successfully bid, and providing for the sale of inventory. Authorizes a successful bidder for a former state liquor store to: (1) Apply to the liquor control board for a refund of the total amount of the successful bid for such location; and(2) Sell any remaining inventory of spirits from the former state liquor store to any holder of a spirits retail license at the same price that the product was acquired by the successful bidder of the former state liquor store.

Distributes the support of public higher education more equitably between the state and students and their families by establishing: (1) A funding methodology that is based on enrollment levels with which to provide predictable and stable baseline state funding to the institutions of higher education; and(2) A process whereby any state funds over and above the level needed for the baseline levels of state funding are distributed among the institutions of higher education based on their performance in meeting statewide goals and expectations, and to reward the highest performers.Declares it is the goal of the legislature that institutions of higher education receive a baseline level of state funding that is sufficient to allow ongoing access to postsecondary education for residents, particularly in high-demand degree programs, and to achieve a more equitable share of support between the state and students and their families.

Modifies the state expenditure limit.Increases funds in the education legacy trust account from real estate excise taxes, public utility taxes, solid waste collection taxes, and unclaimed state lottery prizes.Requires the department of revenue, if a certain contingency occurs, to annually estimate the anticipated net increase in state sales tax revenues resulting from remote sellers collecting and remitting sales tax on retail sales to buyers located in this state.Declares it is the intent of the legislature: (1) That first priority for the state's general obligation bond capacity must be for capital budget appropriations necessary to support the state assistance program to assist school districts in the construction and ownership of local school plant facilities; and(2) To meet its obligation to fund the common school system of the state by reducing future debt service payments by the state.
