Requires the proceeds from a property foreclosure sale by the county to be used first to reimburse the county, and then to pay the amount of deferred property taxes owed to the state.

Concerning smoke detection devices in dwelling units.


Requires an owner or a tenant, when installing a new smoke detection device or replacing an existing smoke detection device, to install a tamper-resistant, ten-year lithium battery smoke detection device, unless the dwelling unit is equipped with: (1) A hardwired smoke detection device with a battery backup; or

(2) A smoke detection device combined with a carbon monoxide alarm.

Maintaining access to state recreational lands managed by the department of natural resources.


(DIGEST OF PROPOSED 1ST SUBSTITUTE)


Requires the department of natural resources to: (1) Increase the number of officers protecting the state's natural resources and ensuring safe recreation on department-managed lands; and

(2) Undertake efforts to achieve the maintenance of, and if possible an increase in, access to and recreational opportunities on department-managed lands.

Prohibits the department of natural resources, during the 2013-2015 fiscal biennium, from closing any recreation area except for the reasons cited in RCW 79.10.125.
