Increases fees in the food safety and animal health programs within the department of agriculture.

Requires the department of agriculture to convene and facilitate a sub-work group to review fee categories under the food safety program in order to determine which entities may require additional resources for compliance under the federal food safety modernization act.

Concerning nonresident vessel permits and taxation.


Requires application for a nonresident vessel permit by an applicant who is not a natural person to be made by mail.

Prohibits the department of licensing from issuing more than twenty nonresident vessel permits annually per calendar year to applicants who are not natural persons.
