Authorizes the chief justice of the supreme court to establish veterans' treatment courts for veterans and members of the armed forces.

Authorizes jurisdictions that establish a veterans' treatment court to seek federal funding for veterans' treatment courts and for the provision by participating agencies of treatment to participating veterans.
