Prioritizes the spending of revenues under the model toxics control act, on cleaning up the most toxic sites, while also providing jobs in communities around the state.

Requires the state treasurer to: (1) For the biennium ending June 30, 2015, transfer forty-five million dollars from the state toxics control account and forty-five million dollars from the local toxics control account to the environmental legacy stewardship account; and

(2) By October 1, 2013, transfer the fund balance of the mixed waste fees within the state toxics control account to the radioactive mixed waste account.

Creates the environmental legacy stewardship account, the radioactive mixed waste account, and the brownfield redevelopment trust fund account.
