Requires the state and regional universities and The Evergreen State College, when a decision is being considered to change an existing degree program that is supported by state funding to a program that is self-supporting and fee-based, to: (1) Notify enrolled undergraduate and graduate student government associations and prospective students before implementation with an estimate of tuition and fees; and

(2) Establish or designate a committee to create criteria upon which to evaluate the proposed shift of a degree program.
