Prohibits transfers to pay debt service from the Tacoma Narrows toll bridge account from exceeding sixty million dollars in a fiscal year.

Allows additional funds to be borrowed from the motor vehicle fund to cover debt service costs above sixty million dollars in a fiscal year for the purpose of maintaining toll rates.
