Allows money in the environmental legacy stewardship account to be spent on storm water permit compliance activities at the department of transportation.

Requires the state treasurer to annually transfer: (1) During the 2015-2017 fiscal biennium, five million dollars from the environmental legacy stewardship account to the motor vehicle fund to be used solely for storm water permit compliance activities at the department of transportation; and

(2) Beginning July 1, 2017, thirty million dollars from the environmental legacy stewardship account to the motor vehicle fund to be used solely for storm water permit compliance activities at the department of transportation.
