Creates the expanded learning opportunities council to advise the governor, the legislature, and the superintendent of public instruction regarding an expanded learning opportunities system, with particular attention paid to solutions to summer learning loss.

Creates the summer knowledge improvement pilot program, subject to funds being appropriated for this specific purpose, to provide state funding for an additional twenty student learning days for three consecutive school years in selected schools for students to receive academic instruction outside of the school year established for other schools in the school district.

Authorizes any school district with an eligible school to submit a plan to the office of the superintendent of public instruction to participate in the pilot program.

Requires the office of the superintendent of public instruction to review the submitted plans and select up to ten schools for participation in the pilot program, or as many schools as can be supported through the appropriated funds.

Expires August 31, 2019.
