Prohibits the department of early learning from requiring any alterations of a child care facility due to inconsistencies with requirements in the state building code unless the department receives notification from a city or county enforcement official that an alteration of the child care facility is required.

Requires the chief of the Washington state patrol, through the director of fire protection, to develop an agreed upon timeline of compliance with applicants for child care licenses to correct any identified minimum standard violations.
