EFFECT: Allows for a multitier process, rather than a two or multitier process, for the review of amendments. Removes the provision about ideas and concepts being introduced during the review of substantial amendments that do not have enough information to be included in substantial amendments to the code. Requires the State Building Code Council to reduce the disproportionate costs imposed by the adoption of the Energy Code on small businesses.
