Background:
Chapter 251, Laws of 2013 (SSB 5287) required the Office of the State Treasurer, the Office of Financial Management, and the Code Reviser to review state statutes related to state capital construction funds, accounts and bond authorizations. Based on the review, they were required to submit legislation in 2015 to amend, repeal, or decodify statutes that are inactive, obsolete, or no longer necessary for continued publication in the Revised Code of Washington (RCW).
Summary of Engrossed Bill:
A number of statutes related to state capital construction funds, accounts, and bond authorizations that are inactive, obsolete, or no longer necessary for continued publication in the RCW are decodified, recodified, amended, or repealed.
Appropriation: None.
Fiscal Note: Not requested.
Effective Date: The bill takes effect 90 days after adjournment of the session in which the bill is passed.
Staff Summary of Public Testimony:
(In support) This is a technical bill, the impetus for which was a bill that passed the Legislature in 2013. It is a joint work product of: the State Treasurer's Office and its bond counsel which identified a list of statutes to be included; the Office of Financial Management which reviewed the list; and the Code Reviser's Office which drafted the bill.
