Creates the Washington state East Asian medicine advisory committee.

Requires the committee to advise and make recommendations to the secretary of the department of health on standards for the practice of East Asian medicine.

Requires East Asian medicine practitioners and licensed acupuncturists to, in an emergency: (1) Initiate the emergency medical system by calling 911;

(2) Request an ambulance; and

(3) Provide patient support until emergency response arrives.
