Addresses new energy efficiency standards for the following new products sold, offered for sale, or installed in the state: (1) Certain halogen lamps;

(2) Certain battery charger systems;

(3) Small diameter directional lamps;

(4) State-regulated LED lamps;

(5) HVAC air filters;

(6) Deep-dimming fluorescent ballasts; and

(7) Heat-pump water-chilling packages.
