Prohibits the sale, offering to sell, purchasing, trading, trafficking, bartering for, or distribution of any ivory article or rhinoceros horn product unless certain conditions are satisfied.

Authorizes the department of fish and wildlife to sell or donate, as allowed under state, federal, and international law, seized ivory articles and rhinoceros horn products.
