Requires a recreational fishing license to fish for smelt.

Requires the department of fish and wildlife to: (1) Conduct a survey of the location of surf smelt and sand lance spawning grounds and use the results from the survey to expand knowledge of documented spawning habitat areas and inform regulatory actions related to spawning areas and times; and

(2) Conduct a mid-water trawl survey to evaluate the prevalence of adults of all species of forage fish.
