Requires the department of corrections, in conjunction with the department of licensing, to provide offenders with a state-issued identicard.

Requires an offender receiving a state-issued identicard to pay a fee, as established by the department of licensing, to the department of corrections to offset the cost of obtaining the identicard.

Allows the department of licensing to charge the department of corrections a fee for the amount appropriate to cover the cost of production of an identicard issued to an eligible offender.
