Establishes the Douglas M. Ostling act.

Requires the criminal justice training commission to provide crisis intervention training to new full-time law enforcement officers employed after July 1, 2017, by a state, county, or municipal law enforcement agency.

Provides that this act is null and void if appropriations are not approved.
