Repeals chapter 36.70A RCW (growth management act).

Requires the department of commerce to prepare recommendations, in the form of draft legislation, to modify or repeal statutory provisions associated with chapter 36.70A RCW that are affected by the repeal of that chapter and submit the recommendations to the appropriate legislative committees.
