Establishes the kids first act.

Declares an intent to: (1) Prioritize K-12 education investments in a manner designed to best achieve improved student outcomes;

(2) Make college education more affordable while increasing bachelor and graduate degree production, particularly in science, technology, engineering, and mathematics fields; and

(3) Increase opportunities for low-income families to enroll in high quality preschool and early learning programs.

Provides for submission of this act to a vote of the people.
