Requires the department of licensing to: (1) Furnish lists of registered and legal owners of vessels only for certain purposes to the manufacturers of vessels, or their authorized agents; and

(2) Disclose vessel records for any vessel owned by a governmental entity upon request.

Requires requests from law enforcement officers for vessel record information to be granted.
