Allows for homeless student education liaisons that will provide services to identified homeless students.

Requires the department of commerce, in consultation with the office of the superintendent of public instruction, to administer a grant program that links homeless students and their families with stable housing located in the homeless student's school district. This requirement is null and void if funding is not provided by June 30, 2015, in the omnibus appropriations act.
