(DIGEST OF PROPOSED 2ND SUBSTITUTE)

Establishes the Washington fair chance act.

Prohibits an employer from: (1) Excluding an applicant from an initial interview solely because of a criminal record; and

(2) Advertising employment openings in a way that excludes people with a criminal record from applying.

Prohibits advertising that states "no felons" or "no criminal background" or that otherwise conveys similar messages.

Allows an employer to consider an applicant's criminal record before making a hiring decision.

Requires the attorney general's office to enforce this act.
