Requires the Washington State University center for sustaining agriculture and natural resources to study the economic development of the local food system in the state.

Requires Washington State University to form an advisory committee to provide technical information, advice, and assistance in completing the study.

Makes appropriations.

Provides that section 2 of this act is null and void if appropriations are not approved.

Expires December 31, 2016.
