Requires a list of subcontractors who will perform work on the building envelope to be provided to a public entity at the time the public entity establishes the low responsive bidder.

Allows the public entity to void the contract if the prime contract bidder: (1) Fails to provide the list of the names of the subcontractors;

(2) Names itself to perform the work; or

(3) Names two or more subcontractors to perform the same work.
