Allows a group of individual retailers authorized to sell spirits for consumption off the licensed premises to, for purposes of negotiating volume discounts, accept delivery of spirits at their individual licensed premises or at any one of the individual licensee's premises, or at a warehouse facility registered with the state liquor control board.

Authorizes the state liquor control board to assess a penalty at a rate no higher than one-half percent per month on the balance of an unpaid license issuance fee if a licensee, subject to license issuance fee requirements, fails to submit its quarterly reports or payment to the board.
