Imposes a nonrefundable additional fee on applications and renewals of: (1) Licenses and permits relating to spirits, wine, and beer; and

(2) Licenses relating to marijuana.

Creates the licensing and enforcement system modernization project account.

Expires June 30, 2017.

Provides a contingent effective date.
