Authorizes certain distilleries to: (1) Serve samples and sell spirits produced in this state for consumption off the premises;

(2) Apply to the state liquor control board for an endorsement to sell spirits of its own production at retail for off-premises consumption at a qualifying farmers market; and

(3) Apply to the state liquor control board to deliver or ship its spirits to a person within the state.
