Encourages electric utilities to achieve an emissions reduction standard to maintain the already low greenhouse gas emissions, and encourages further reduction of greenhouse gas emissions, from electricity generated to serve utility customers by using energy conservation and appropriately sited renewable resources to meet new demand for electricity.
