Authorizes the Washington state patrol section on identification and criminal history to establish and participate in a program to notify statutorily authorized agencies of changes to criminal history records information.

Authorizes the secretary of the department of health to: (1) Obtain a fingerprint-based background check through the Washington state patrol and federal bureau of investigation for criminal history on all applicants seeking licensure or license renewal; and

(2) Choose to require all applicants and licensees for those professions to participate in the program.
