Delays, until July 1, 2019, the expiration of the existing sales and use tax exemption on clean alternative fuel vehicles.

Requires the department of transportation's public-private partnership office to develop a pilot program to support the deployment of electric vehicle charging infrastructure that is supported by private financing.

Creates the electric vehicle charging infrastructure account.

Requires the state treasurer to transfer one million dollars from the multimodal transportation account to the electric vehicle charging infrastructure account. Expires July 1, 2027.
