Declares an intent to: (1) Simplify the nursing home payment system through the elimination of rate add-ons;

(2) Target funding to pay for quality workforce standards;

(3) Correlate payments to the acuity and unique costs of the clients served; and

(4) Promote a quality living environment for the increasingly medically complex population.

Requires the department of social and health services to complete a study by January 1, 2019, about the impact of new increased staffing standards on resident satisfaction, worker turnover, worker satisfaction, and resident health outcomes.

Makes appropriations.
