Prohibits the department of natural resources, the department of fish and wildlife, the recreation and conservation office, and the parks and recreation commission from purchasing any landholding from a third-party seller, or awarding a grant for the purchase of a landholding from a third party, until the superintendent of public instruction confirms that the state has fulfilled its obligation to fully fund education.

Requires the office of financial management, if funding is provided by the legislature for a specific land purchase, to withhold distribution of any funds to the subject agency until the state has fulfilled its obligation to fully fund education.
