Requires the legislative authority of a county that intends to create a ferry district in only a portion of the county to publish notice of this intention, in one or more newspapers of general circulation within the county, by April 1st of the year in which the ferry district is to be created.

Requires a ferry district, created in only a portion of a county, to impose a vessel replacement surcharge on all ferry passengers and drivers that are not residents of the ferry district.
