Declares it is the legislature's goal to continue, support, and enhance the existing parent to parent programs for individuals with developmental disabilities, special health care needs, or both, and expand these programs statewide by 2021.

Requires the parent to parent program to be funded through the department of social and health services and centrally administered through a pass-through to a state lead organization that has extensive experience supporting and training support parents.
