Authorizes the department of licensing to issue one license plate if the vehicle was originally manufactured without an installed bracket, device, or other means to display and secure a license plate on the front of the vehicle.

Provides that a vehicle originally manufactured without an installed bracket, device, or other means to display and secure a license plate on the front of the vehicle that is registered in an area near a toll facility that does not allow the payment of tolls manually at a tollbooth, may be required by department of licensing rule to purchase and use a "Good to Go!" pass.
