Requires the secretary of state to adopt rules governing the following: In accordance with standards, guidelines, or policies established by the chief information officer, the format, standards, and procedures for the acceptance and verification of electronic signatures on an electronic filing fee petition.

Authorizes a candidate, in lieu of a filing fee, to submit a filing fee petition with his or her declaration of candidacy.

Authorizes the electronic filing of a filing fee petition.
