Prohibits a person from constructing, installing, replacing, refilling, or otherwise deploying synthetic turf for use in a field, playground, or recreational facility unless the manufacturer demonstrates the safety of the synthetic turf to the department of ecology.

Requires the department of ecology and the department of health to establish a synthetic turf safety advisory committee.

Requires the department of health to establish a registry to track the incidence of cancer and lung diseases among high-frequency users of synthetic turf fields, playgrounds, and recreational facilities or highly exposed population groups.
