Revises the model toxics control act to facilitate the disposal of contaminated dredged sediments.

Declares it is the policy of the state to encourage commerce and navigation by facilitating the use of aquatic land dredged material disposal sites on state-owned aquatic lands consistent with other environmental permitting and authorization processes.
