Prohibits a public attorney, corporation counsel, city attorney, special inquiry judge, or certain other persons from searching or seizing personal banking records without: (1) The informed consent of the account holder;

(2) A warrant, based upon probable cause, describing the person, place, or thing to be searched or seized; or

(3) A legally recognized exception to the warrant requirement.
